HB 44 establishes that the North Carolina General Assembly will transition from funding for textbooks, both traditional and digital, to funding for digital materials, including textbooks and instructional resources, to provide educational resources that remain current, aligned with curriculum, and effective for all learners by 2017.

The Legislative Research Commission Study Committee on Digital Learning Environments in Public Schools recommended this legislation. It promotes digital learning by recognizing that digital learning materials can provide greater access to diverse bodies of knowledge and more opportunities to customize learning. They can serve as tools to raise academic performance and support students whether they are seeking advanced coursework, credit recovery, or technical training. HB 44 will make it easier for districts and schools to provide students with high-quality digital resources.
