Legislative Analysis
HB 1013 addresses the state funding formula for money paid to each school district and the status of distance learning funding. In order to determine the amount of state aid payable to each district, the superintendent of public instruction must establish each district’s baseline funding. An amount equal to that raised by the district’s 2012 long-distance learning and educational technology levy is included in that baseline funding.
Prior to this legislation, funding for distance learning and educational technology was contingent upon voter approval for a tax levy dedicated to these purposes. As of July 1, 2013, each school district will transfer any balance remaining in its long-distance learning and educational technology fund to the general fund of the school district.
