Legislative Analysis
SB 168 seeks to improve the rigor and relevance of teacher license renewal and teacher education program standards and requirements. The State Board of Education, in consultation with local boards of education and the Board of Governors of The University of North Carolina, will integrate digital teaching and learning into the requirements for licensure renewal. Regarding teacher education programs, the State Board of Education, working with the Board of Governors of The University of North Carolina, will require that all students preparing to teach demonstrate competencies in using digital and other instructional technologies to provide high-quality, integrated digital teaching and learning to all students. Lateral entry teachers completing the coursework necessary for licensure through the community college system will also be required to demonstrate these competencies.
