Summary
Kentucky SB 75 (Open States or Kentucky Legislature) amends the Kentucky Revised Statutes regarding the minimum number of school instructional days. It establishes that virtual learning is an alternative method of instruction that may be used in granting equivalent instructional days.
Legislative Analysis
SB 75 amends the Kentucky Revised Statutes regarding the minimum number of school instructional days. It gives the Commissioner of Education the authority to grant up to the equivalent of ten instructional days for school districts that have missed an average of twenty or more days in the previous three years and use alternative methods of instruction, including virtual learning, on days when the school district is closed for health or safety reasons, on nontraditional days, or on nontraditional time. For funding purposes of instructional time granted, average daily attendance will be calculated according to administrative regulations set by the Kentucky Board of Education.
This legislation illustrates the potential of using virtual instruction when circumstances occur that cause face-to-face instruction to be impossible. This benefits students and teachers because instruction and learning can continue even when traditional school is not in session.
