Summary
Florida SB 1388 (Open States or Florida Legislature) revises the statewide instructional materials process, providing districts with increased flexibility in adopting and purchasing instructional materials, including digital and electronic materials.
Legislative Analysis
FL SB 1388 revises the statewide instructional materials process. The bill provides school districts, or a consortium of school districts, with flexibility to implement their own instructional materials review, approval, adoption, and purchase program.
Of note, by the 2015-2016 fiscal year, each district school board, including in school districts implementing their own instructional materials program, will use at least 50 percent of the annual instructional materials allocation for the purchase of digital or electronic instructional materials that align with state standards.
This increased flexibility in adopting and purchasing instructional materials benefits districts and schools by enabling them to acquire the best materials for their district and aiding in the transition to electronic and digital content when desired.
