Sponsored by Senate Education Committee Ranking Member Gay Kernan, R-Hobbs, passed the Senate 32-7 with amendments on February 27. As amended it would establish a temporary moratorium on the approval of new applications to form full-time virtual charter schools from June 1, 2013 to May 31, 2014. The moratorium would allow the Public Education Department, in coordination with the legislative education study committee, to review outstanding questions and issues regarding the impact of full-time online charter schools on students and school systems. The introduced version would have defined virtual school, while the version as passed by the Education Committee would no longer do so.
