On July 23, 2014, the Federal Communications Commission (FCC) culminated a year-long rulemaking process by issuing a Report and Order and Notice of Proposed Rulemaking on Modernizing the E-rate Program for Schools and Libraries (the Modernization Order).
The Foundation for Excellence in Education (ExcelinEd) has been on the front lines throughout the E-rate rulemaking process, bringing together an “Education Coalition” consisting of a diverse group of education reform organizations, submitting comments, and advocating for reforms that will ensure that this important federal program helps accelerate the transition to digital learning.
