Summary


Maryland HB 100 (Open States or Maryland Legislature) provides that $3,500, 000 of the General Fund Appropriation be made for the purpose of the Digital Learning Innovation Fund and will not to be expended until the Maryland Department of Education reports on the standards used to allocate the funds. The report must include a list of the projects proposed to receive funding in the grant’s first year.

Legislative Analysis


HB 100 is the state’s budget appropriations bill for fiscal year 2014. It appropriates $3.5 million to the Digital Learning Innovation Fund through the Innovative Programs General Fund. The funding may not be expended until the Maryland State Department of Education (MSDE) submits a report to the budget committees describing the standards that will be used to allocate funds among projects that accelerate local school systems’ conversion to digital learning and how the MSDE will evaluate the impact of those funds. The report will include a list of projects that are proposed to receive funding in the grant’s first year.

In addition, $1.85 million is appropriated to the Office of Information Technology within the MSDE in order to continue Race to the Top initiatives once federal funds expire. These include the Statewide Centralized Student Transcript System, Learning Management System, Curriculum Management System, State Data Dashboards, and Test Item Bank System.
